Most pets don't need the care chameleons do. So people don't know what they are getting into when they buy them. It should be up to the pet store to know these things and advise the person who is buying the chameleon of how much care is required. I bought my first chameleon blindly not knowing...
It looks like your Chameleon has Metabolic Bone disease (MBD). His arms are bowed which are actualy fractures, and the hump in his back is also caused by the MBD. He needs a vet badly.

I thought the same with my first cage setup. I find if the chameleon wants light he will hang out up top in the UVB light. And that's what he does. He never goes to the bottom. Please update with results.

What do you have for his water source? What are you using for UVB lighting? What are his basking temps? What is his humidity? What do you use for vitamin supplements? Are you gutloading? Did the vet take a fecal sample to test for parisites?
