Whilst we have seen transference for avian flu and swine flu, the chances of needed mutation for transfer to lizard would at the least be remarkable.
Whilst it is not impossible, the chances would be so minute.
Simple answer is no....

I would get him to a vet if you have not done so already.
It looks to me like he has or is sloughing (shedding skin), my guess is that some scales are irritating the eye's and have possibly caused an infection.
In the interim make sure you continue to give him water...
It is important to maintain hydration
Hydration is a key component surrounding sunken eyes, I would try using a pippet to administer water a few drips at a time on his nose.
And monitor, make sure he is also eating and being supplemented.

If the skin is restricting blood flow then it is an issue, this is to my understanding usually caused by a band of skin remaining rather than half a tails worth.

Update
Went to Vet, although he can not see any viral, or bacterial infection he has given me Baytril @2.5%/17 aprx dilute @ 0.1mil every other day for 6 weeks.
Also MetaCam 0.2ml every day.
Also Clinagel VET applied to eyes twice daily.
He is now really really stressed, but will not open...
