Crickets- 200 for 8$ twice a month.
Mealworms- 100 for 12$ once every two/three months.
Super worms- 100 for 6$ once every one/two months
Hornworms- 15 for 10$ once/twice a month
Silkworms- Free
Reptiworms - 100 for 6$ they last until they turn. ( depends on weather )

Substrate only causes issues, your only reasons for wanting it is simply because you like it. Why even take the chance? Experienced chameleon owners wouldn't be telling you not to do it unless there is a reason for it...
Nice start. Though I'd add a live plant and add a few more places to climb. It would help with humidity.
Is your reptiglo a compact/spiral bulb? Those have been known to cause eye issues for chameleons.
