I have a little 3/4 Month old Panther Chameleon and I'm just worried as one of his eyes look swollen but I'm not sure.

Please help

He might have something stuck in his eye that he's trying to get out. How long are you misting him for? They don't just need misting for drinking, they also use it to help clean out their eyes.

I'd mist for longer. Usually my minimum is five minutes. Sometimes it takes them a while to get drinking and doing their thing. Are you using a hand mister/spayer?

An alternative is to use the shower method to give them a nice long period of "rain" if your set up can't handle a lot of water moving through it. Sitting them on a plant in the shower with the water flow pointed towards the wall and letting them sit for about 20 minutes can help a lot. I'd be careful to keep an eye on him with how small he is, and make sure no large droplets are hitting him. You want the water bouncing off the wall to create a finer spray.

What kind of lighting do you have in there? I only see one light. You need both a basking and a UVB light source. You also need to run horizontal branch under your basking light about 6 inches down or so. It does not look like he has a place to warm up directly under the light. Flush the eye with plain saline solution(the stuff used for contacts) It could also be the start of an infection. If something is in his eye, like a piece of shed hopefully you can get it out with flushing.

I have:
  • Arcadia D3 UV Basking Lamp 100w which is for both heat and UVB but I have a vine running across to allow him to bask

He is Soooo small in that big cage,if I were you,I will putting him in a smaller cage so he can be easily finding his smaller size crickets, and you can hand misting him as often with easy clean maintenance until he gets little bigger then you can put him back in that cage

Yeah I would get a 60 quart tote and keep him in that for a while with some plants and vines keeping them 5 inches from top so he can't escape. as said that seems a little bit big for him. Probably hard to find food. I mist myself for at least 3 mins and hand spray mister auto mister is to Strong for him that small . It could be to strong of a uvb and he should be kept at right around 82 degrees. When I had mine when they were babies this is what I did long misting with warm water. Fruit flies and 2 week crickets extra small silkworms and small black soldier fly larva. I would get a florescent uvb and baskin separate. And don't cook the little guy if you do this witch I would. Be careful wroth him and all will be great
