I cant see what you are referring to.
Could you get a close-up and /or draw a red circle around one of the bumps?

can you describe a bit more - are they protruding? are they dry? discoloured?

He also has been in his light brown colors. No pretty vibrant colors, just mostly browns. The bumps seem to come out when I spray him. I think its because hes too cold, and the water is too cold for him even at room temperature. He does feel cold even to my touch, so I will have to warm it up for now on. He doesnt even like exploring his terrarium after a spray probably because its too cold of water. The bumps showing after a spray might be a sort of goose bumps...idk but they should be there.
I have both his "basking areas" at 85 degress, they vary but dont drop much from that temperature. Should I add a basking area? I read these dont need one, they like low temperatures. But I am thinkin a 26 watt uvb with the current 13 watt uva both from exo terra might help. I dont want to over do it though.

You can see them really well in the first pic.
It is pretty strange that they are in a line. Almost like he scratched himself on something and is allergic to it (like poison ivy). You may want to pm one of the vets that frequent the boards (ferretsinmyshoes or Dr.O). They could better assist you with what they might think it is and what you may need to ask or do with your local vet.

Looks like papilloma virus. If they are yellowish white and crusty, and fall off easily when rubbed, that's what I'd suspect.

Sounds like you don't currently have a spot light type basking area? If you are using a screen cage, I'd add one. These guys need to warm up in the mornings. I bumped mine up to 60 watt earlier this month. After they get warmed up they move to a cooler part of the enclosure. They can't digest their food properly if they can't warm up. The only time I would not use a basking spot is during a heat wave when you are trying to keep them cool.
You'll know if he is too hot. He'll gape his mouth.

He gaps his mouth often. I figured because he was thirsty. The areas where the 2 bulbs hit reach 80-83 degrees, so this should be perfect for this tavetana since he is a mountain species. They arent really yellow, their white, and they dont fall off, they seem to show more, or actually SHOW and be noticeable like in the first picture when he is in his cage, when he is sprayed with cold water. I now heat it up and it seems to help, he doesnt get the "goose bumps". I dont have the money for a vet right now, I will try to contact a vet online here. Anyone that can help pin point this please do. I told the guy I was buying from please give me you best specimen, and then I get left with this! Something I should expect from a wild caught animal though...
PS, because he gaps his mouth often, im guessing he is hot, I can have the fogger running for him all day...but this leaves the humidity at 93%, is this too high?

Your temps sound fine as long as he can get to a cooler part of the enclosure to cool down. Gaping can also be a sign of upper respiratory infection, so make sure he doesn't have mucus or make a popping noise when he opens his mouth.
Some gaping is normal when they are in their basking spot and soaking up the heat, so it is not always a sign of distress. If he does it in the cooler parts of the cage, I'd suspect either temps too high or a URI.

He might have an respiratory infection. I think I've heard him make a noise a few times when opening his mouth, sounds like he is gasping a bit. He does the gaping when the fogger is on him and when he is directly under the light. So he might be fine. His nicer colors came out later in the day but when I stuck my hand in the terrarium he went to black and dark browns. So I'm going to leave him be for now on. I just have those odd NASTY bumps to take care of which I don't have the money for right now! I hope they don't spread and kill him before then. I PMed a vet that's a member on here so expecting a final answer.
I really can't see them very well either, and it's hard to say from just a picture. White colored raised smooth bumps make me most suspicious of granulomas or abscesses. Are crickets left in cage overnight? Are there any toxic plants in the cage? If they were raised rough bumps I'd be more worried about fungal or viral. Without getting a sample it's impossible to say... If they are filled with some fluid or soft material that comes out when lanced I'd look at some under the microscope to see if it looked infected. The most you can do at home is to spread a little diluted iodine on a q-tip on the bumps every day for a week and see if they clear up.

They seem to be a hard pimple that really pop out and show the white color when his skin gets wet. If they arent wet there black in color and almost completely flat. I will try the diluted iodine though until I can see a vet. Thank you.
Also, the plants I have in their are live ficus benjamina and pothos. The ficus leaves never seem to get severed so the bumps on the chameleon shouldnt be from the ficuses sap because it never gets secreted from what I see.
