does home depot or lowes sell 18" fixtures?
they would be the cheapest, unless someone on your side of the world has an extra sitting around and then all you would need is the bulb.
maybe get the bulb ordered now, cause its gonna take a couple of days to get to you. A petstore would just be extra expensive.

For the Reptisun 5.0's I've seen they're just as expensive as right at the pet store.. around 30 bucks.
