Unfortunately you’re asking for help in changing the entire mindset of someone and that is very hard, if not impossible to do. There’s a big difference between not knowing and not caring. Not knowing can be easily corrected. Not caring is a completely different story and one that doesn’t end well. You can educate your cousin on the needs of his animals and offer all the help you can give. Perhaps his Mom would be more willing to get the needed items for the animals if your cousin were to offer to work for them...various chores that he can do. Maybe he can earn a few bucks here and there doing chores for other family, friends or safe neighbors.
