Yes under a leaf But it is a Jackson chameleon

Jacksons are live bearers. They wouldn't bury eggs...they have live babies and I've never seen an embryo come out of one looking like a real egg.

Carbon fibre from petsmart but I didn't recognise it from there when I squeezed one liquid comes out

Jackson's do pass slugs or unfertilized ova. I can't tell from the picture but here is something you can compare it to.

Where did the substrate you found it in come from?

That was going to be my question. I can't tell the size from the photo, but its appearance is not unlike that of green anole eggs. ~¼" long; I've seen one as large as ⅜".

IIRC, other posters have occasionally found odd eggs in their enclosures—some from substrate, some from wild lizards that have found a way in (and seemingly liked the neighborhood?)

Coconut fiber? Clear liquid like water, or thick like maybe an egg?

I was wondering about some kind of fungi, but AFAIK, they're usually attached. ?‍
