Spike basks all the time preety much and all the temps are fine but it seems like he sits there most of the day besides a few times to go down to the bottom of the cage to explore or to eat is this normal.

No, they shouldnt spend the majority of their time basking right under the heat lamp.
What is the ambient temperature at mid cage? How are you measuring temps?

Just out of interest where should they spend the majority of their time?

Watching animal Planet! :D

The basking frequency will depend on many things, including age, health, enviromental conditions, sex(gravid) and so on. Much more background info is required to give a helpful answer. :)

During winter months my male will bask more.....they should not just be sitting there for long periods of time. Mine moves all around his baskking area. Then tward the /middle of his viv. When he wants to munch on leaves

My babies move around a lot, up to about 3 months old, then they like to sit on a branch and watch either out the window or into the room. I am sure they are keeping watch for danger. My adults don't move around much although they will change their branches. I do have to say that the adult males check out their cages several times a day. Just checking things out I guess.

How much is most of the day?
Mine moves around quite a lot most days.

I was probably exaggerating what i mean is he does move around a lot and explore but he always come right back to his basking spot and sits there for awhile

Its winter, My panther basks a little longer than normal. If he's under there for hours at a time then there might be a problem.

Its fine for them to bask more during winter.....just as long as he's not just sitting in one spot for long periods of time.

Well put that way sounds better, normal. If it was basking MOST of the time, then I'd check the ambient temps and whatnot.
