Usually the little bumps you see on the ribs are old breaks that have healed into a callus. The bumps can go away over time and some may stay. I think they have such a dramatic appearance due to the animal being underweight. There also looks to be beginning stages of MBD which doesn't help in the matter of healing bones that are requiring calcium.

How much has he eaten since you have brought him home?

Yesterday he ate one cricket, small wax worm, and small calciworms, today he only ate one large cricket

I already have a Panther I just took to the vet that has the beginning stages of MBD...I really can't handle two right now. I know that sounds terrible but I just don't have the time for both.

Not to be mean, but then why did you pick up a second Cham if you didn't have time for both? What is the petshop going to do with the little fella?

It's likely he just has some internal parasites such as roundworm or something, coccidia is a possibility considering he isn't eating much but that could also just be because he's so bloated or generally weak. Either way be really careful when handling or feeding either of them so as not to pass anything between them.

Second, not my problem what they are going to do with him. They are the ones who sold me a sick Cham. That shouldn't be on me. If they are going to own reptiles then they need to look into proper care and not sell me a pet that I am totally unaware of problems

The vet gave me Panacure to try to treat the other one. But idk which parasites that would even kill. Is reptaid a considerable option?

Honestly if you can't afford to take care of him then either give him to a rescue group, or give him back to the store. I understand the situation you are in and know you must focus on your first chameleon. It's not that you don't care about the outcome of this little one, it's just you need to do what's best for both your chams.

I'm taking him back to the store tomorrow.I feel really bad, because I really love having him. But I am in college and I literally don't have the time or money to heel two sick animals. I can afford to deal with the first and def make time...but sheesh. Things went down hill so fast. Any recommendations for cleaning solutions? Or pretty much toss what's in his cage?

I would toss any wood or plants, they absorb things too quickly. Plastic plants you can aggressively use bleach on, along with the cage and then clean them thoroughly afterward just to make sure it's safe.

And honestly you are doing what's best, hopefully the store will do what's right and take the little guy to the vet, but its true, you can't force them to. It's best for you to focus on your panther at the moment and do what you can for that baby. Taking on two relatively young chameleons at once is a tall order.
