You most certainly can post a new thread. Just select the forum category you wish to post in, and then select post new thread. You will first add a title (be descriptive if you can, not just stuff like "I need help" but more like "My chameleon doesn't like when I have staring contests") and then add the question in the text box. The How to ask for help sticky is in the Health forums, as stated, and all you need to do is copy and paste from the original post into your own.
