It could be a bacterial infection, a fungal infection, a tumor, a viral infection, or possibly a site where a parasitic worm is coiled under her skin. Is she a wild caught cham? I wonder if a normal vet could at least take a tissue sample from the growth and analyze it? That might be better than nothing.

I would guess parasitic worm, from the look. But seeing glass enclosure and monsoon, I am inclined to believe infection of sorts. As carlton said, without a vet, any number of things. Don't know if the rail runs thru Turkey or not, but maybe a trip to a nearby country is in order.

I agree - many possibilities

Any vet lab tech (even one that looks at dogs or sheep) might be able to look at a sample and perhaps narrow the possibilities down.
But I think there likely ARE vets in your country who look at reptiles. for example: Istanbul Turkey Veterinary Hospital indicates they provide professional, compassionate care for all small animals, including dogs, cats, birds and reptiles
They list green iguanas specifically on their website, so chances are they could at the very least examine your chameleons skin lesion for parasite or infection. http://www.istanbulvet.com/index2.aspx

Its possible a non-prescription topical anti-biotic or anti-fungal ointment may help, but you'd just be guessing. Im not a big fan of a random shot-gun approach, but it that's the route you choose some options to look for are: Clotrimazole, Miconazole, bacitracin, polymixin B, Neosporin, Polysporin, Ultra Mide, amikacin, tinactin.

I suggest non-breeding panther females should be kept at a lower temp, closer to 80F/26C in the basking spot, and closer to 21C towards the bottom end of the cage.
Make sure the cage, especially the branches, dry out completely between waterings and are dry for the entire night.
