he is a Bradypodion Kinyonga Multituberculata. Also known as a Western Usambara Two-Horned. Easily mistaken for a Fischer's Chameleon. thanks for the comment though

Just Kinyongia multituberculata to be correct , but imported as Bradypodion fischeri
