What do you mean when you say his eyes are puffy?
Oh ok I see now!The eyes are supposed to look all big and full like blueberries, sure. But what the pics show here are swollen eyes with small swollen flaps on the eyes that should not be there.

Look at that link, under "Swollen Eyes" .... Those little swollen pieces on the eyes should not look like that. There is a problem here that needs addressed.

The parts I circled in green.... those parts are swollen and should not look like that.
@comer1425 - the vets you took him to..... Have they ever worked specifically with chameleons before, or no? The chameleon clearly needs a vet, and a good vet. Don't give up just because the vets you took him to didn't know what they were doing. This is definitely not something I would just brush under the rug and try to fix yourself. And I would DEFINITELY not be rubbing the eyes. The chameleon is sick and that's why it just sits there and lets you do it instead of running away.
