Newb questions on brevs.

I am going to be getting some brevs soon and want to make sure that what I am planning will work, so I have a couple questions. 1. I have a fish tank that I had painted the outside back of it black, I was wondering if I should remove the black paint, or leave it? 2. I was planing on ordering 2 26watt screw in type florescent 2.0 bulbs, and I was wonder if this would be too much light? If it is too much light would 1 26 watt or 2 13 watts be better?
