How many watt of the 3 lights"...if you look at this site you will see that the number of watts increases with the length...and since your cage is 24" long, you will need a light that is that long. (Don't worry about the wattage of this tube light.) Its important that the chameleon can sit within 12 inches of this light in order for it to absorb the UVB. If you find the chameleon doesn't sit close enough to this light, then you may have to add another one in a different area of the cage or make some adjustment so that the chameleon can get the UVB it needs.
I use fixtures that hold two florescent bulbs similar to the ones shown in these sites...

I put one UVB bulb in and one regular florescent bulb in the fixture. (The wattage of the regular florescent doesn't really matter either...I just try to buy ones that say they give a good light.)
The incandescent bulb is intended to "imitate" the sun by providing heat and light. As I said before..."The wattage of the incandescent bulb depends on the heat it creates...I keep the basking area for babies in the low to mid 80's and for adults in the mid to high 80's or even into the low 90's at times."...so you need a bulb of a wattage that will produce those temperatures in the basking area. If this leaves the lower parts of the cage too cold, then you may need to add another incandescent light.
Are you going to be getting a young veiled or an adult?
Will it be WC (wild caught) or CB (bred in captivity)?
