Watering Hole

Hi, so I have a new little baby chameleon (like he doesn't even have his color yet young) and I have two cages set up one for feeding which is a small enclosure and his like everyday living one. The bigger one has his water fountain in it, but so far I have yet to see him drink from it though I know he's thirsty. My question is, is his water to low at the bottom of his enclosure? Should I try to place it higher since he never spends anytime down there? This is what his enclosure looks like. If you zoom in you can see him in the back lol.

I've never used those waterfalls only because of the constant need for cleaning them. My chams get about 90% of their water from misting and 10% from their dripper. Having said that I'd hang it more toward the top of the cage where the Cham spends most of his/her time, but don't neglect misting. Its incredibly important for their health.
 
I would not use the waterfall at all.

I've heard horror stories about these collecting mass amounts of bacteria.
