That is a holdback cage, it is not for babies, it's for chameleons to live in till they color up as 6-7 month juviniles.
The Kammers as I stated use to keep male adult Panthers in cages smaller than your suggesting for babies.
It's just like snakes, breeders that need many specimens keep them in racks, whether the snake is happy like that or not is debatable, (I wouldn't think so) and small time keepers mainly keep in large Vivs/Aquariums.
Is that to say a Rack size cage is not adequate for a keeper? It could be, could not, depends how you fall in your opinion.
Also as far as sizing is concerned I am with the Kammers new rec. Of an Atrium, 2x2x4 is not ideal cage sizing, at all. It's easy to make takes up less space, but it's not Ideal. A 36x24ishx36ish elevated is superior.
