On a cool day a cham. will bask for a longer period of time but receive the same intensity of UVB 150-250 uw/cm2 as it would on a warmer day.
So why would a 10.0 be too strong if its output is only 35-60 uw/cm2 at 6 inches from the bulb?
stronger=higher UVB output from the bulb.
Do you keep your chams outside year round?
I think most chams kept inside, and are then taken outside bask for long periods of time in an attempt to recharge. I know of someone with a green house, using proper UVB transmitting panels and reports that the chams do retreat from direct sun, especially in summer. They also report that the chams mostly come out in the morning and later afternoon.
