Yeah its a great bulb. I have that in the 24 inch model and its the best, i was just throwing that out there as a possible cause. It is great, and i highly recommend it, but you should burn for a week before using it. They put out some serious Lumens.
could have been the new bulbs. They need to be run for about 10 days before the UVB burns off a little and it emits the advertised UVB levels. This is especially true for T5HO bulbs which sounds like you have.
