Would a 10 gallon be ok for temp housing of a really small baby cham ?

It sounds like you'd fry it.
I'd go with an all screen cage unless it's under two months old then a rubbermaid bin would work.

Its way too small for an all screen cage, Its no longer than an inch with out the tail.
Some member here put just hatched babies in screened cages. I would not put a veiled in glass. Use something like this if you don't want to use screen.

Personally, I would not use glass because I do not feel that I am an experienced enought keeper to keep the temps under controll and not cook my babies.
Don't buy a glass tank. It is a waste of money and could be harmful for your baby. Use a Rubbermaid bin. You don't even have to put screen on it if you don't put your foliage close to the edge. I use them exclusively for my babies, then butterfly cage. That would be much better since it is all soft mesh and are only $6.00, easy to clean and there is plenty of ventilation. It is also easy to spray without drowning your little guy.
My recommendation is NO GLASS.
