Chams have excellent vision...he does see the insects. It could be that he's leery of being seen climbing down to get to the insect bowl. Little chams are shy and don't like to be in plain view. Your cage is fairly bare. A suggestion...drape some of the vegetation or arrange a perch down near the rim of the bowl so he can climb closer and watch the feeders move around. If he feels that he isn't being observed he's more likely to hunt. Don't put too many insects in the bowl at once. Little chams can get overwhelmed by all the activity and its harder for them to isolate and sight in on one of them. Once he feels more secure in his new home and can expect a daily routine he'll be bolder.
