not an expert but i think that chameleon looks dehydrated - all the chameleon eyes i've seen don't look like they have eye liner on them

My crickets swarm the dino fuel... after proper venthilation and gutloading (with Dino Fuel and fresh greens) i went from losing 20% of my crickets down to almost none lost. I have 3000 crickets at the moment and I've lost maybe 20 of them this month.

I'm pretty sure that would have been fine at 70 without a lot of wind but with a lot of sun to warm him up. JMO.
Have you considered trying bug juice? Is that too much handling for one so young? I've never been in your predicament but maybe it would work -- I think you have a ton of people...
I use the Arcadia D3 (linear UVB) bulbs from lightyourreptiles.com and I LOVE them. I know there are a bunch of others who would recommend them too.
