how long has it been there? Also try to keep it damp, if it is a prolapse and hasn't been out long he may still be able to put it back in... a vet visit however may be in order if it's a stuck plug or if it's too dried out/can't pull back inside himself.
yea, looks like the start of a shed. keep the misting up and eventually the shed will start coming off. if you have a "tunnel" of vines the cham can crawl through it should pull right off after a good misting when they go through :)
