You could try Bradypodion setaroi, Archaius tigris, Furcifer lateralis, Furcifer major, Chamaeleo dilepis (mostly WC), Trioceros jacksonii xantholophus, Calumma globifer. Some of them need a little bit cooler but it is not so hard to maintain it. All are available on UE market.

I have an offer of buying CB Chamaeleo dilepis. I know that the WC parents country origin was Tanzania and that the males was having spurs. Adult animals lenght was 20-22 cm.

They give some heat, but not enough as for panther chameleon. You need to buy additional heat bulb.
Another thing is that Exo Terra Reptile UVB 200 will be much to strong with UVB levels. For panther chameleon you should use Exo Terra Reptile UVB 100. Even that one have very high levels 10 cm...
