I'm not sure what your guys has if anything at all. I'm not a vet but there's several reasons that a cham opens his mouth. They open to yawn, when they are too hot and when trying to breath when they have an RI. How are you measuring the temps? If he does it when he's basking I'd think he was too hot. I have a couple of links attached below so you can read about the RI. Also when I feed my adult chams grapes I cut them in fourths but days after the grape I doubt that it causing it. Jann

If his has the basking area down to 80, I just can't see a veiled being too hot. I would not suggest putting a freezer brick in to make it colder. I don't see how the could help at all.Oh, I'm glad this is out here on the board. As I suggested in my PM, the overall temperature might be too hot. There should be around 15 degrees difference between the basking spot and the bottom of the cage. Without that, he can't cool himself down as he needs to.
Is your house 80 degrees? If so, you might need to take action to cool the bottom of the cage. Lots and lots of misting throughout the day could help with that (as long as it's dry enough where you are to let that evaporate). I put a freezer brick on the bottom of the cage making sure there are branches an inch or so above it. That gives mine a "cool zone" they can head toward if the ambient temperature is too hot (as it is right now). These are the kind I use:
