I just got Earl after seeing him in distress at a petsmart. He is clearly under fed and tries to bite. The workers said they regularly took him out to play with him as he was in a such a small cage. He won't eat or drink and is shedding. Any advice to help get him on a good track?

Since he's new, give him a few days to settle in. Then try feeding him and check his urates to know if he's drinking. Post updates on your new member.:D

My cham drinks water droplets he can see slowly falling thru the screen cage on top. The other thing you can do is finely mist entire cage and ur Cham they dont like cold water though and most of the time dont like any mist but its good for them. Use only safe water Ive read water will actually fall down a veileds casque and channel into their mouths but Im sure he will settle down soon. Do you feed him with a bowl?

give him a few days to settle as @BabyChamCham said.
try giving earl some wax worms they're high in fat dubias and crickets for protein and horn worms (tomato or Goliath worms) for dehydration run a dropper thro the top of the cage and position it where it drips on the plants mist with luke warm water to help with shedding. can you post a picture of Earl :p
