Chameleon Info:
Your Chameleon - Male Veiled, hes about 8 months and was only around 2 weeks when I got him.
Handling - I take him out when I clean his cage, or re-arrange his plants which is around once a week.
Feeding - I feed him small crickets because he refused to eat the larger ones. I offer them to him around 2-3 times a day usually around 10 am and 2pm
Supplements - on the 5th and 20th of every month I dust his crickets with d3, on the 10th and 30th I used the multivitamin.
D3 -reptocal
Multivitamin- reptocal
plain calcium- blue iguana (cal-stron)
Watering - We have 3 drip systems going constantly, and turned off through the night. We mist him 3-4 times a day and make sure we see him drink before we stop misting.
Fecal Description - White or black, very liquidy.

Cage Info:
Cage Type - Our cage is completely screen all around with aquarium film on the bottom. 2 x 2 x 4
Lighting - Zoomed, he has one normal house bulb 60 watt, & his uvb 5.0
Temperature - his basking spot is around 80 degrees and the bottom is around 70-75. We have two thermometers in his cage.
Humidity - Our humidity levels around between 60-80% throughout the day, we have almost completely live plants to help.
Plants - We are using live plants, a pothos and two umbrella plants.
Placement - Infront of a glass sliding door, away from any airconditioning vents or fans.
Location - Central Florida.

Current Problem - Pascal has been laying on the bottom of his enclosure in the dirt and and water that goes through our drainage system we have created. He is often a dark color throughout the day and has been eating only around 5 crickets daily, where as he used to be eating around 20.
He is a bright green when he sleeps on another note!
There are no vets in our area, the closest one is around 2 hours away and we have been having a hard time contacting him.

in my opinion i think your temperature is too low for a 8 moth old veiled. bump up the temp. i also hear your not supposed to spray them too much cause they dont need it as much as other chams 2 times a day i think is fine:D

Eating a lot less and laying in the dirt.
I'd say he needs to see a vet with chameleon experience (not just a "regular vet") right away.
There are a number of Floridians on the forum who know of excellent vets with lots of chameleon experience.
Vets like http://www.kirkmanareavet.com/
and I'm sure there must be others who are less than 2 hours away.
If no one responds after you give a better idea of your location and/or you use the search engine for Florida cham vets, then make a new thread titled something like " Florida vet needed "
And I agree that his basking temp is too low as well.

where do you live in Florida?. There are alot of keepers and I am sure we can direct you to a vet.

He's in central Florida.

Is he weak? It looks like he's laying somewhat on his side in your picture. How old is you UVB light? I'd be concerned about MBD since he's a young veiled. Also, I would recommend using a 10.0 UVB for a veiled. The best thing you can do for him now is get him to an experienced reptile veterinarian with chameleon experience.

I am in the state of confusion...ha!

I agree, he doesn't look too good. A lot of people see Dr Alfonzo down in florida, but there is one other I don't quite know his name. PM JannB on here and ask her which vets in florida she recommends. She knows which ones are very knowledgeable!
