can he crawl around or is he weak? he looks kinda like my guy did. honestly id call a vet and get some money from somwhere. if he poops you may want to take it in for a fecal exam while your there. it doesnt really look like his legs are bad but he may have mbd but im not saying he does for sure, thats the vets job

He crawls for about 20 seconds then gives up. If I nudge him he will actually crawl well.

Saturday vets are closed around but I am looking online to find an open one or something.

well if hes not crawling on his own it doesnt really seem healthy. i have nothing els to say but call a vet and get him in asap and i hope he feels better

If the themometer is away from the light as the OP has stated then I bet you a dollar the basking spot is 100. The OP also stated they have AC issues and have had a problem keeping the cage cool.
I know people who keep the BASKING spot 90 with panthers but the cage has a lower ambient temp and gradient from top to bottom so the chameleon can thermoregulate.

My thoughts exactly, I like to keep a temp gun on hand to double check temps (you can get one at LLL reptile for like 20 bucks) Sometimes when the cage is wet or if the thermometer isn't directly under the hottest spot, you can be unaware of what the temps actually are

In the first pics, I thought he looked a bit dehydrated. Dehydration can definitely cause major problem. I'd be inclined to mist him a bit more to see if he perks up.
From what I've read, you should try to have 15 degrees difference between the basking spot and the bottom of the cage.
Do you have any of those "freezer blocks" or refreezable ice things? If so, maybe put them on top of the cage. Cold air falls.
Also, hopefully you've turned your basking lots off. When it's hot, you just need the UVB.

You said..."I found my panther on the bottom of the cage this morning, he wasn't able to support his body but did react when I touched him. He can still grab things with his tail and feet and move his legs but at first he would just fall over. Then I got him some water and he moved a bit more, but it looks like he is having troubles supporting his head. I put him on the branch and he is hanging there breathing. but he won't walk. We don't have a lot of money for a vet so please help"...all of this speaks "emergency" and I'm afraid that it needs to go to a vets. You could see if you can work out some payment plan with the vet.
